In the case of a monitor only video or RGB can be used. Normally the monitor switches itself, you switch manually, or only one of the signals is supported. Not all televisions support the RGB in signal. The function select signal is used to switch the television to SCART automatically when the videorecorder starts playing the tape. The I²C bus (SDA/SCL) is used by Philips to transmit informations between videorecorder and television (clock and data, no general definition).
